Are we nearly there yet? We are delighted to welcome Grant Klein, a former Partner at PwC who led major programmes for the Department for Transport, Transport for London, Network Rail and HS2. He has spent three decades observing what works well – and what doesn’t – in converting good intentions and plans into successful operation and service. Now running his own advisory practice, he works with public bodies and operators to turn policy ambition into delivery that actually sticks. Grant has seen the same pattern repeat: institutions full of capable people struggle to make progress because objectives, stakeholder incentives, governance and political cycles pull in different directions. With railways being reformed, road travel being decarbonised, and public transport needs muddied by the rise of micro-mobility, he argues that understanding why systems resist change is one of the most important skills for anyone entering or engaging with public service.
